Polvoron is a Filipino-style shortbread perfect as a snack, dessert, or for gift-giving over festive seasons. In a skillet over medium heat, add flour and toast until lightly brown and fragrant. Remove from heat and set aside.
Combine flour, milk, and sugar in a bowl.
Add butter and mix until well combined.
Transfer the mixture onto a baking dish and use a polvoron mould to shape it into compact cookies.
Arrange all the cookies in a single layer on a baking sheet and freeze until firm.
Wrap individually with Japanese paper wrappers. Serve immediately!
