In a bowl, add ground beef, onion, garlic, carrot, soy sauce, oyster sauce, egg, salt, and black pepper. Mix until well combined.
Scoop 2 tablespoons worth of the meat mixture and shape them into a ball. Repeat until you have formed all your meatballs.
Dredge the meatballs in flour until evenly coated on all sides.
In a pan over medium-high heat, add vegetable oil.
Add the meatballs to the pan in batches and cook for 5 minutes or until they brown.
